One thing to note about Google Voice running on mobile phones here in the US is that it's not a true VOIP application.
It does not use the mobile data network to complete a call like Skype, instead it actually uses the mobile voice network to call a Google Voice gateway and effectively passes a command with the phone number that you are trying to dial. The Google Voice gateway then calls the number you are trying to reach and bridges the two calls allowing you connect to the dialed party.
So every call that you make using the Google Voice app actually traverses the carriers voice network and Googles voice network. So they haven't quite started to eat into the revenue of mobile carriers just yet. Well, not from the mobile apps at least. Dialing directly from GMail is a different story :)
